не понятно - письма у _вас_ в забаненные попадают? на один адрес? если да, то:
в забаненых письмах в заголовках amavisd-new обычно пишет причину отклонения письма. в его настройках выставить log_level и смотреть в логах (у меня в /var/log/maillog видно).
а крутить, скорее всего, в конфиге - там где $banned_*
а какова политика партии по приему писем с вложениями с той стороны? выясните у них.
