Существует "линуховый порт виндового порта" GCC, то есть MinGW для
Linux. При помощи него и любой среды разработки, которая позволяет
указать компилятор (а это, по-моему, любая современная среда разработки)
можно собирать программы под Windows, работая в Linux.
