По большому счёту да, некорректно.В большинстве случаев
пользователю абсолютно пофиг, что "внутрях", главное, чтоб работало
так, как ему нужно (как он привык, как он ожидал). И заставить
пользователя изменить своим привычкам очень сложно.Проще всего это
сделать финансовыми рычагами (заставить платить), что мы и наблюдаем
сейчас. Другое дело в том, что тот, кто платит, платит не свои деньги и
потому надеется, что и ему что-то перепадёт в виде отката...
