Нет никаких "приоритетов". По крайней мере, глобальных.
Были бы "приоритеты" - не было бы того зоопарка, что мы сейчас имеем, и не
было бы, скажем, такого времени линковки библиотек к запускаемому приложению.
Нет никакой "универсальности" - до сих пор каждый дистрибутив использует свои
пакеты, менеджер пакетов, свои технологии для инициализации "железа", скрипты
загрузки...
Но, наверное, именно это и хорошо.
