А с тюрьмой что вы предлагаете? Вообще никого не сажать?

Так-так. Стоп. СОРМ и прочее аналогичное я вообще считаю
антиконституционным по своей сути, и сам факт его (и аналогов в других
странах) существования просто демонстрация бессилия государств.
