Местами да. Идеология здесь ни при чём, есть вполне конкретные
и осязаемые факторы.

Ну, это скорее данность, чем стандарт в полном смысле слова.

Я предпочитаю горячие кнопки в vim/view... но это нюансы.
Если нужна типографика в рамках восьмибитной локали или
совместимость с тем же знаком номера по файловой системе
файл-сервера -- проще брать CP1251. А если есть куча
документации в text/plain; charset=koi8-* -- то зачем
заморачиваться с лишним звеном в виде конверторов по
каждому чиху?
PS: сам обитаю в смешанной KOI8-R/U локали, если у тебя есть
объективные предложения по улучшению условий моего существования
-- приходи, обсудим. :-)
PPS: трепаться о кодировках, включая истории, предлагаю
продолжать в smoke-room@ -- к теме больно никакое отношение.
