Shared Libs Policy как раз тут и не применили (а жаль): библиотека
в libvpx6 сменила soname, но не имя пакета:
$ rpm -qpl libvpx6-1.11.0-alt2.x86_64.rpm | head -n1
/usr/lib64/libvpx.so.7
$ rpm -qpl libvpx6-1.13.1-alt1.x86_64.rpm | head -n1
/usr/lib64/libvpx.so.8
В качестве решения -- сначала
apt-get install libvpx6
потом уже dist-upgrade.
В применении (или не применении) Shared Libs Policy, конечно,
лучше быть последовательным.
