Нет, что-то тут не так!
Ради развлечения подключил второй монитор. И для его запуска пришлось
отодвинуть исторический xorg.conf (правда, пустой почти полностью) и
запустить nvidia-settings. И после этого прыгающие иконки стали
нормальными, и tvtime стал сам потреблять процессор, а не тормозить kwin
(что вполне нормально).

Все нормально.
Разница в xorg.conf по существу только одна -- включена поддержка Xinerama.
