Вообще весьма нормальная ситуация, когда программу заставляют выводить в
utf-8 на юникодную консоль. Отключить это - очень просто (LC_CTYPE=POSIX
для этого приложения), а вот для включения - понадобился год.
Так что не стоит это считать за ошибку, это скорее фича всех современных
дистрибутивов.
