Насколько понимаю он ее так пережевывает:
В пакете submount есть скрипт mount-hal-fs и соотв. полиси для HAL.
mount-hal-fs grepует fstab на предмет наличия например /dev/hdc (или
другого уcтройства), и если нашел - делает mount и теоретически umount.
Однако он не только кушает, но по идее и создает с fstab-sync ?
Это впрочем, вероятно, только один из вариантов работы HALа.

я не про ту, ту в багзилле и обсуждать.
я про цитату которая говорить, что pmount вполне себе смотрит в fstab.
