вообще-то hotplug должен грузить. Но можно жеско нужные модули вписать
в /etc/modules

модуль - это модуль :), сервисы cpufreqd, powernowd, cpuspeed,
autospeedstep - суть одно и тоже с разными фичами.

Где-то недавно было обсуждение, что sensor'ы "помогают" раскручивать fan.
как боротся - не знаю (не грузить их :) )
