Там (в ~/.config/xfce4/panel/) есть panels.xml
В нем, записи типа
<item name="xkb-plugin" id="12426253330"/>
Согласно этого id="12426253330" находим xkb-plugin-12426253330.rc
Все остальные xkb-plugin-*.rc - от лукавого, то есть баги ...

После шаманства с этими файлами у меня, на удивление,
шустро все работает ...
(Постучу головой по дереву...)
