Это какая сборка? Из Сизифа?
Вероятно установлен только пакет "openscada", который является ядром и
не имеет никаких модулей, о чём и сообщается.
Установите виртуальный пакет "openscada_demo", "openscada-plc",
"openscada-server" или "openscada-visStation"; в зависимости от того что
нужно.
