Судя по статье на linux-watch.com, всё довольно очевидно: речь не о
слиянии rpm и deb, а о предоставлении унифицированной обёртки над ними,
которой могли бы пользоваться всякие Sun'ы с их явкой и прочие вмвари.
Специфические для дистрибутивов пакеты всё равно останутся лучше, чем
абстрактная упаковка "под Linux".
