Тоже с таким сталкивался. Как я понял, управляющее соединение и
соединение данных ftp-сессии мой провайдер раскидывал на разные каналы и
соответственно разные IP-адреса источника, vsftpd такого не любит.
Влияло это и на некоторые другие ситуации с проверкой IP-адресов.
Прекратилось, когда провайдер выпрямил кривой NAT.
