А никак. Сейчас это, видимо, никому не нужно, по крайней мере среди тех,
кто занимается поддержкой пакетов на тему. В принципе, можно создать
файл ~/.gtkrc/mine и руками прописать туда include "название_темы". И
может быть, оно заработает. У меня, по крайней мере, что на Мастере, что
на Сизифе на двух разных машинах такое приводило к зависанию gtk-шных
программ на этапе запуска. Поэтому я забил на это, к тому же нужная мне
программа, использующая gtk+-1 осталась одна, и ту я потихоньку портирую
на gtk+-2.
