Подозреваю, что это pam_console и его /etc/security/console.perms. После
логина пользователя меняет права на файлах в /dev. После разлогина
меняет снова на заданные по умолчанию.
Но с этой хреновиной я заметил один глючок-с. Когда нажимаешь
Ctrl+Alt+BackSpace для сноса иксов (например, игра повисла), то права
доступа не восстанавливаются. И следующий залогинившийся пользователь не
получит к этим устройствам доступа. Как следствие - пропадание у него
звука и отсутствие GLX. Мне после этого приходилось руками всё
восстанавливать, т.к. даже если залогиниться тем пользователем, который
снёс иксы, а потом нормально разлогиниться, то права всё равно остаются
прежними :(
Поэтому я всю эту автоматику отключил и сам раздал права соответствующим
юзерам: кому на звук, кому на cdwriter :)
