Майк,
gnome-ppp является интерфейсом для wvdial. Поэтому в случае проблем
пробуйте сначала wvdial, а потом уже gnome-ppp.
И, если будут вопросы по wvdial, имеет смысл писать не сюда, а в community@

PS устанавливать suid-бит действительно не стоит.
