Нашел в чем проблема, оказывается для того чтобы ip-up добавлял записи в
/etc/resolv.conf необходимо, чтобы в resolv.conf была строка '#.*ppp
temp entry' когда разбирался с багом 4249 в ручную удалил записи от
старого провайдера и за одно строчку '# ppp temp entry', которую
посчитал лишней.
Не понятно только зачем было добавлять такие условия в ip-up?
