Сначала надо обновить руками через rpm apt и сам rpm и все то,
что они за собой потянут, иначе на Спригне может быть проблемно,
там эти компоненты старые, было много изменений с тех пор.
Далее надо прочесть
man apt-cdrom
там написано как подключать к базе apt информацию о пакетах,
расположенных на CD.
Что касается снапшота на винте, то надо в /etc/apt/sources.list
у казать каталог, где лежит снапшот, и в путь:-)
man sources.list
