Не знаю, описание пакета — тоже документация. Можно, конечно, дополнить
переводом на русский. Дополнил страницу со связанными с apt'ом
проблемами информацией об apt-get dedup [1].

Я действительно не представляю как должна выглядеть man-страницы для
apt-scripts. Если кто-то готов написать, то можно будет обсудить.
