Наверное, уместно пояснение: наш rpm так делает достаточно давно
(т.е. обновляет пересобранный с теми же epoch-version-release
пакет с учётом buildtime без приложения --force), соответственно
теперь поведение apt приведено в соответствие.
Полезно для работы со временными репозиториями и фиксации
наиболее актуального состояния при обновлении и наличии
альтернатив вроде "это локально, это в сизиф".
