Я знаю про эту проблему, она проявляется как на cp1251

так и с нестандартом вроде ru_RU.utf8 (не UTF-8).

одного пока не знаю, как лечить.

Все таки надо конфигурировать Linux X11 а не Java !.
Все дело (вместо русского - арабская вязь) в отсутствии файла Compose в соответсвующем каталоге локали X11 /usr/lib/X11/locale/*.
Пример:
locale LANG=ru_UA.KOI8-U
1. Все нормально /usr/lib/X11/locale/koi8-u/Compose - exist. biggrin.gif
