Что за плата? Какой именно JMicron? Их довольно много разных...
Надо смотреть вывод lspci -vvxxx, dmesg, lsmod.
Выбираются ли для него какие-либо опции в BIOS?

Вообще некоторые исправления по поводу jmicron были, но вроде бы в
этой сборке они уже есть. В 2.6.18 PATA-часть поддерживается только
модулем generic.
