Запятая в русской раскладке соответствует, будь она неладна,
LC_NUMERIC=ru*. Так что она у вас ещё и числах будет, во всех
программах, пользующихся LC_NUMERIC.
Если вы, конечно, не перегрузили эту переменную в POSIX.
Вообще есть отдельный более глубокий вопрос: русские раскладки и
локали без LC_NUMERIC и LC_COLLATE. Непонятно, как их внедрять, кроме
ручных выхакиваний. Незаконнорожденные, но они нам как-то ближе...
