Ну вообще-то Alexey I. Froloff сам является мантейнером пакета
vim и уточняет, что vimtutor всегда собирался. Но он не помнит,
был ли vimtutor вынесен в отдельный пакет до выхода C3.0 или
после.
А ещё он говорит, что не имея C3.0 он не может собрать и
протестировать новый vim в backports, пусть этим займётся кто-то,
кто в этом заинтересован.
