Вы ошибаетесь. Ядра прописаны в allow-duplicates. Это значит,
что два пакета с одинаковыми %name и разными %version-%release
apt считает разными пакетами. Попробуйте сказать
apt-get install kernel-image-std26-up
apt попросит уточнить что именно вы таки хотели поставить.
