Именно udevd, но он создаёт файлы только для тех устройств, которые были
обнаружены ядром - если драйвер не загружен, не будет и файла в /dev.
Загрузкой драйверов для всех имеющихся в системе устройств занимается
hotplug, но обнаружить наличие устройств типа последовательных портов он
может только в том случае, если о наличии этих устройств объявляет PnPBIOS
или ACPI (в этом случае pnp.rc должен загрузить соответствующий модуль).

Вероятно, достаточно будет добавить модуль 8250 в /etc/modules.
