Это не так.
Есть (и даже используется) серверный вариант dc-клиента, который только отдает
файлы пользователям. Подробнее можете посмотреть на dcgui.berlios.de в
форумах.

dctc и dc_qt умеют TTH? IIRC, нет.
На днях в Сизиф уйдет новая сборка valknut вместо поломанной, которая в данный
момент нах-ся в Сизифе.
