нет. рисовать заголовки - это и есть дело wm. приложение может *просить*
оторвать заголовок, но wm не обязан на это реагировать (по крайней мере,
_мое_ мнение значит больше чем мнение приложения), и не каждое приложение это
поддерживает. всегда должна быть возможность принудительно отключить
заголовок, и очевидно это должно делаться средствами wm.
wm которые думают что они/приложение лучше знают что мне надо идут в топку.
