Так исторически сложилось (C)
RPM называет пакеты %name-%version-%release.%arch.rpm, apt
изначально разрабатывался для dpkg, где пакеты называются
%name_%version-%release_%arch.deb. Те символы, которые нельзя
использовать в имени или версии пакета (например '_' и ':')
кодируются как в URL ('%5f', '%3a').
Если у пакета есть Serial, он тоже попадает в версию и отделяется
от него двоеточием.
