usb-storage грузится через hotplug? Можно написать в
/etc/sysconfig/usb STORAGE=yes, тогда usb-storage будет загружаться
сразу после загрузки драйвера USB-контроллера и выгружаться перед его
выгрузкой.
Проблема на самом деле в том, что подсистема блоковых устройств в ядре
не приспособлена для работы с динамически изменяющейся конфигурацией
(подключение/отключение устройств), да и в SCSI-части не всё в порядке
с этим. Если подключение нового устройства обрабатывается
относительно нормально, то при отключении возникают странности. Т.е.,
например, если отсоединить устройство без размонтирования, то одной
порчей файловой системы на нём дело может не ограничиться :-(
