Необязательно. Зависит от удельного внимания, которое есть
функцией количества пакетов у человека и заинтересованности.

Debian и Gentoo?
Вообще говоря, "секьюрити-обзоры", сравнивающие по _количеству_
анонсов тот же Debian (или вообще сумму линуксов) и те же Windows
-- меня лично заколебали.
Если анонсы не пересчитаны с учетом объема репозитория и не
взвешены сообразно severity -- грош цена таким сравнениям, и
поэтому сильно удивлен, видя схожий аргумент здесь и от тебя.
У нас сейчас проблема в отчетливом bottleneck, а
качество/количество -- параллельная и per maintainer.
