я делаю так.
1) скачиваю src.rpm (все делаю от юзера)
2) rpm -i packet.src.rpm
3) в папке ~/RPMS/SPECS/ смотрю на спек пакета, при необходимости
вношу изменения..
4) делаю rpm -ba ~/RPMS/SPECS/file.spec
5) все.
очень советую сходить на www.atmsk.ru - там есть много информации по
этому (у другим тоже) вопросам.
