Дело в том, что подсчёт скорости там достаточно условный. апт
периодически смотрит размер скачиваемого файла и в зависимости от этого
вычисляет скорость. Это не зависит от используемого метода. Если
используется rsync - то он производит запись в файл, как правило, по 32к
(размер внутреннего буфера)... вот в зависимости от этого и может
"скакать" скорость...
