Спасибо за подсказку, проблема определилась более четко. Похоже, что у
меня при запуске bash каждый раз выполняется установка
параметров из профайла. Так и есть, в окне этого uxterm с правильным LANG
запустил еще раз bash и получил ru_RU.KOI8-R.
Расследование показало, что во всем виноват старый /etc/bashrc, оставшийся
от попыток прикрутить bash_completion.
