Это эхо "старой схемы", которая была придумана до --nosource.
Чтобы задействовать это определение надо писать:
$ rpmbuild --define 'nosource 1'

Надо, наверное над этим подумать, но сейчас нет времени.
(честно говоря и желания тоже, поскольку 90% всех спеков укладывается в
вариант rpmbuild --nosource 0)
