Нет, эти пакеты отлично собираются отдельно и потом, для их сборки не
нужно весь php дергать. Сам когда-то на это наступил :)
Очень удобно - если нужно собрать еще один extension, делаешь это по
образу и подобию очень быстро, вместо того чтобы, как при ручной сборке,
пересобирать с новыми опциями весь php.
