Пакет ntp в Сизифе пока еще не отлажен (это у меня в TODO).
В качестве времменой меры годится "chmod g+rwX /etc/ntp".
P.S. Если у кого-нибудь есть пожелания по устройству конфигурации по
умолчанию для ntpd - пишите.
