Есть два варианта:
1. В конец строки с названием организации дописываете команду LaTeX:
\LARGE \vspace{1ex} \hrule width \columnwidth \vspace{1ex}
2. Напишите в преамбуле \renewcommand\maketitle{}
и создайте титульный лист таким, каким он вам нужен.
