И исходя из своего опыта работы с IceWM могу предложить пересобрать его.
Т.к. у меня с ним все работало. И еще, могу заметить, что его сборки
сильно отличаются - так в default и small были без i18n.
Как правило Я ставлю gnome, т.к. обычно он собирается со всеми опциями.
Есть еще вариант, что он закачивает другие ресурсы.
Я бы проверил 'xrdb -q | grep -i xxkb' и затем 'strace -e trace=file xxkb'
Если все это не поможет, то тогда возмите xmon и посмотрите чего там не так.
