Вдогонку, P8, apache2 2.4.27-alt1.M80P.1, в настройках сети в наличии IPv6 при запуске системы имею вот такое:
окт 08 23:03:46 enceladus apachectl2[497]: (99)Cannot assign requested address: AH00072: make_sock: could not bind to address [fd00::109]:80
окт 08 23:03:46 enceladus apachectl2[497]: no listening sockets available, shutting down
После полного старта systemctl start httpd2 отрабатывает успешно. Игры с LOOPSSTART не помогли.
