С начало загляни в документацию для своей карты. Или дай ее полное
название.

Это, нормальное поведение, для карты у которой не заявлена поддержка
DualDVI.

Если продавец обещал, что будут работать сразу два цифровых (DVI)
монитора, а в документации на карту это не указано, то вернуть
продавцу.
Если хоть один из мониторов имеет аналоговый вход (VGA), то подключить
его по этому входу через D-Sub переходник.
PS: А если честно, я вообще не понимаю, зачем нужна такая карта на
сервере, и два монитора к ней.
