Если уж что-то и придумывать, то надо сначала изучить существующее.
Например Yast2 (Suse Linux), scoadmin (SCO OpenServer) и т.д.
Прадва, последнее отнюдь не Linux, но все же стоит отметить, что
используется одна и та же утилита для настройки в `графике` и в
`тексте`.
Но в любом случае, при необходимости "тонокой" настройки придется в
конфигурационных файлах копаться самому.

Кстати, на счет выроста. Очень не плохо смотриться идея webmin - есть
костяк, на который можно навешать все, что душе угодно.
