Добрый день,
У нас (в KDE) с помощью itstool [1]. Вообще говоря, можно с помощью
intltool (если речь идёт о Stellarium). Примеры можно подсмотреть в [2],
хотя сама страничка уже устарела (спецификация поменялась).
