Используется, и даже больше, чем в kipi-plugins-4.x, потому что
полтора года назад Shourya Singh Gupta (студент-участник GSoC) сделал
по возможности общий интерфейс для разных модулей импорта/экспорта, и
этот общий код теперь тоже переводится в kipiplugins.po.

Вы это делали только из-за того, что была проблема с загрузкой
переводов из kipiplugins.mo.
Сейчас открыл модуль экспорта в Яндекс.Фотки — не многие строки без
перевода, скорее всего, по-прежнему проблемы с загрузкой
kipiplugins.mo. Но даже если это проблема в коде kipiplugins, факт
остаётся: многие строки, которые я вижу в диалоге экспорта в Я.Фотки,
есть только в kipiplugins.po. Не возникает вопроса, где переводить.
