Отвечаю на это предложение:

Документация, доступная по адресу
http://l10n.kde.org/docs/translation-howto/ , сделана в формате
DocBook (http://websvn.kde.org/trunk/www/areas/l10n/docs/translation-howto/).
Поэтому технически возможно переводить ее при помощи файлов перевода
gettext (.po).
Как я собираюсь это сделать:
1. при помощи xml2pot создам файл translation-howto.pot и положу его в
каталог русских переводов (http://websvn.kde.org/trunk/l10n-kde4/ru/)
2. переводчик открывает этот файл в Lokalize или в подобной программе
и переводит документацию, получается файл translation-howto.po,
который тоже кладётся в http://websvn.kde.org/trunk/l10n-kde4/ru/
3. при помощи po2xml генерируется переведённый на русский файл
translation-howto.docbook
4. при помощи meinproc4 файл .docbook преобразуется в документацию в
формате HTML.
