Именно про это я и говорю. Надо лезть в /etc/tvtime.conf (если не ошибаюсь).
Я сканировал канала через xawtv, а затем руками прописывал в конфиг tvtime правильные параметры.
Когда я жил в Кемерово, тоже сидел на кабельном телевидении. Были каналы и в PAL, и в SECAM.
А проблемы со звуком у меня были с ТВ тюнером Acorp 9Y878F, который я впоследствии поменял по гарантии на AVerTV Studio 203.
