У меня в IBM ThinkPad R40 есть такая опция в BIOS. Но толку под линукс

Оффтопик - тот да.
Тоже долго бъюсь над "торможением" CD, DVD при чтении. Странно, но
сразу после ребута hdparm с ключиками работает. Затем, "торможение"
пропадает... Например, при использовании fast forward в xine. Хотя,
конечно, в самом xine выставлена низкая скорость чтения, такая же, как
и в hdparm (или eject).
Кстати, ALT Linux Compact 3.0, который стоял на ноуте до этого,
CD-RW/DVD BIOS setting 'silent' - уважал.
В целом, извините, нет идей по поводу того, почему нельзя выставить
скорость, если она поддерживается самим устройством.
