Видимо, нет. Стоит выполнить от имени root:
rpm -Uvh ftp://ftp.altlinux.org/pub/distributions/ALTLinux/4.0/branch/files/i586/RPMS/xorg-x11-drv-openchrome-0.2.901-alt2.M40.1.i586.rpm

Не via, а openchrome; должен и так уже быть выбран.
Сам via древний совсем, а *chrome -- открытая ветка.
